It all depends on what kind of parrot they are. Usually birds don't peck, they bite. And some larger macaws can actually break fingers. Normally, though a good, hand raised bird placed with the right owner and in the right home is a great addition to any family. For example, if you live in a home, have plenty of space, don't mind noise but want an affectionate pet, then for a first bird you might consider a conure. A larger bird may fit this description too, but they have greater emotional needs and are generally not begginer birds.

All parrots need lots of hands on attention, especially conures. So if you don't have at least 2 hours to spend on quality time with your parrot, and are gone all day at your job, then you may want to consider a pair of rats. I've had them and they totally blow away your entire conception of "eww" once you own them. They are the best pet rodents to have, and they can even learn tricks like a dog. They need 1 hour of quality time with their people, so if you play with them when you get home they will be happy.
If you don't have at least 8 hours per week to devote to an animal, then you probably shouldn't have them.
NOT to say that parrots are bad- they are the BEST companions you can have. Just keep in mind that they at least a 10 year commitment, and it takes a special person to care for these special animals.
