Like that small wheel that the chain is wrap around of is made out of thick plastic. The crankarms in which the pedals are attached to is made out of thick plastic also.

Oh, sorry. I just noticed the chainring is not plastic, but metal. However, there is a cover around the chainring that is plastic and the crank arm attached to it is plastic.
I've seen plastic chain guards but NEVER seen a plastic crank arm. Most, if not all chain guards are made from plastic.
To use the proper terminology, the chainring is the front gear cluster. NEVER seen gears on any bike made from plastic.
At 250 lbs. I'd stay away from discount store & big box store bikes. See a real bike shop.
