Maybe you have already seen it when taking the boat from Booty Bay. It usually flies above the ship, but sadly there are not sold by vendors.
Yet don't keep your hopes down as there are two ways to acquire this rare pet. I suggest you try both if you are really serious about getting it.
1.) You can get this rare pet for free! All you have to do is go to a place nearby Booty Bay called Stranglethorn Vale and kill pirates.
You will need to kill at least 14,000 pirates to get one since the drop rate is very low at 0.007%. Still, you can be so lucky if you'll get it on your first attempt.
There is another aspect though. Every pirate carries a loot and when you kill one you get it. The loot contains mageweave cloth, silk cloth, gold and other drops. Plus, you can sell those for a huge amount of gold in the Auction House.
By doing this method, you can also gain reputation from the goblins in Booty Bay. You should only farm the parrot afterward if you are planning to get the Bloodsail Admiral title. And in order to get this title, you must have high reputation with the pirates.
This method will take up a full ten-day period given it is all you do. Above that, you have to deal with killing at least one pirate per minute.
Fortunately, there is an alternative to this method.
2.) You should make it a point to constantly visit the Auction House and look into the pet section.
On very rare occasions, this bird will be available for purchase, but most of the times it will be very expensive.
