It's a little like asking whether an 18-wheeler or a NASCAR racer is better. It depends what you want it for. Race cars don't carry much cargo; trucks aren't fast around the racetrack.
I'd avoid the scarlet macaw. It's the nippiest of the macaws. If you want a macaw, I'd consider one of the others - but judging from this question I don't think you're ready for a macaw.
Cockatoos vary tremendously. The large (umbrella, moluccan, sulphur crested) are very affectionate but difficult (see http://www.mytoos.com/main.shtml ). The smaller white cockatoos (goffin, duchamp, bare-eyed) are high-energy playful birds. You should avoid cockatoos if you have asthma - they give off feather dust.
Parrot. Everything you listed is a parrot, so it's not clear what you mean. If you mean amazons, the large yellow-headed amazons are great talkers and you're probably not ready for one. The red-crowned or lilac-crowned don't talk as well, but are easier to deal with.
The lorikeet is fun - another playful high-energy bird - but it's messier than the others.
Budgerigars (budgies) are great pets. People tend not to take them seriously because they're small, but they can be bright, talkative, affectionate pets. They're also cheap and not nearly as loud as the larger birds you've named. They don't live nearly as long, either, which could be good or bad, depending on your circumstances.
If you think "parakeet" means one particular kind of bird (American usage), it's the same as a budgie. If you think "parakeet" means any smallish, slender parrot with a long tail (other English speaking countries), it's a large category with little in common. Some are good pets in various ways.
You might start by deciding how much room you have for cages, how much you can afford to pay, how much time you have to dedicate to the bird (if you don't have much, maybe you should get finches rather than a parrot), what you want from it (talking, playing, cuddling, amusement), and how much noise you can tolerate.
