We have just bought a beautiful yellow ring necked parrot, we've been told he is 18 months old though his leg band reads 2DAF, 86, reading vertically down (so could be 98 either), S. So he might actually be older.
Anyway, we noticed that when he bends his head down to preen there is a bald patch on the back of his head, is this normal? It isnt noticable when he has his head upright.
Also is there any visual way of knowing whether or not our bird is 18 months or 11 years?

Hmm. I don't know about the age thing. My meyer's parrot coloring did change when it grew older, but other than that it is hard to tell by just looking at most parrots. Don't know if this applies to ringnecks though.
I've heard that a bald spot can be a genetic problem from poor breeding, but I don't know how experienced your breeder may be for that to be true in this case. It's hard for parrots to reach the back of their head so its not going to be a plucking area. (They love head scratches though.)
If your bird is healthy it should have clean, bright eyes; bright and well preened plumage but not chewed up and plucked; be active especially in the morning; make lots of sounds and vocalization; eat and drink a lot but not obsessively; poop should consist of a solid part, a white part, and clear liquid urine.
And since you just got your bird its a good idea to locate an avian vet in your area and get an appointment. A lot of vets can't treat birds, or don't know them well enough, so if you do find one it is probably more expensive than dogs or cats.
