You have a couple of things going. First the birds are in the same cage so they are bonded to each other and not to a human. If they have been together a long time - it is probably best to leave them together. Separating them may just upset them more. Second they are in a new environment and are still adjusting to that. They can be tamed, but it will take a little work. You are doing good by talking to them regularly.
It sounds like their wings are not clipped. You might want to have them clipped to prevent them from flying away while they are being tamed.
Open the cage and let them come out on their own (with you sitting there to supervise). It would be ideal if you could work with one at a time, but don't know if you can.
When you want the bird to step up - make sure you are offering the backside of you hand - laid out flat - for him (them) to step up on and not just a finger. Use the actual words "step up" as you put your hand out.
If you cannot get him to step up, you can take a wash cloth or small towel and wrap it around his body so only his head is sticking out (like swaddling a baby). This will keep him from flying away or attacking you. You can start by just talking to him while he is swaddled and then move on to trying to pet/caress him. You may have to do this several times, but once he starts to settle down - you will be able to hold him without the towel. We use the towel trick for taming as well as for clipping nails and wings.
Try not to use a stick if you can help it - it often just upsets them more.
